5/18/2020: Marathon - Galveston Bay Refinery (GBR) - "FACIAL COVERING GUIDANCE AT GBR"

The Marathon – Galveston Bay Refinery (GBR) is preparing for a substantial TAR beginning in June.  Many of your companies are currently increasing the number of employees on site in support of this TAR.  In response to the 2020 Coronavirus Pandemic, GBR will be following a formal plan to assist us in doing everything within reason to manage the threat of spreading the virus.  Effectively immediately, GBR is also implementing the attached facial covering guidance documents to assist with managing the threat of spreading the virus.  GBR is requiring for your employees to read & acknowledge understanding of both attached Face Covering Guidance documents before coming to site or if already on site by the end of the day on Tuesday (5/19/2020).
 
As we are all aware, at some point it becomes a personal choice as to how we individually respond to the threat of spreading this virus.  We are all in this TOGETHER and we are requiring for your company to assist us with enforcing this guidance.  GBR Management reserves the right to remove from site any Contract employees who repeatedly fail to follow this face covering guidance.

5/6/2020: Marathon - Galveston Bay Refinery - Information related to service contractor's & COVID-19

In response to the 2020 Coronavirus Pandemic, the Marathon – Galveston Bay Refinery (GBR) recently implemented two temporary waivers that extended date requirements for the Drug/Alcohol Random Testing and Basic Plus/GBR Site Specific/Office Work Refresher Training that is required for contractor entry into the GBR facility.  These two temporary waivers have been revised as follows:

1. GBR temporarily extended the expiration date for contractor badges where their Basic Plus, GBR Site Specific, and/or Office Worker Training had expired from March 20, 2020 through May 17, 2020.  The date has now been extended to July 31, 2020.  This date extension only applies to contractor employees that have already taken Basic Plus, GBR Site Specific, and/or Office Work Training which expired on or after March 20, 2020.  Any new employees will be required to have Basic Plus Training and GBR Site Specific Training just as normally required.  Employees that qualify for Office Worker Training instead of Basic Plus, must complete that training as normally required.

2. GBR temporarily waived DISA Drug/Alcohol Random Testing through June 1, 2020.  The date has now been extended to July 31, 2020.  On or about July 17, 2020, GBR Security will communicate to contract companies which of their employees are “non-compliant” in the DISA software for random testing, allowing time for the contractor employee to go for random testing and become compliant prior to July 31, 2020.  GBR reserves the right to conduct random drug/alcohol “Quick Testing” as deemed necessary by GBR Management.

Please note that the Basic Plus/GBR Site Specific/Office Worker Training, Background Check Requirements and Pre-employment DISA Drug/Alcohol Testing is still required for any new contractor employees.

Keeping our employees & contractors safe and the worksite as clean as possible during this pandemic is a critical focus area for the upcoming TAR. The attached GBR – Operation TAR bulletin provides a few quick pieces of information to help you understand how we plan to accomplish this. Lastly, your employees’ have a key role in following all guidance issued around social distancing, wearing proper face coverings, and practicing frequent handwashing as part of our pandemic response.
